Sheetala literally means the cooling one. Puranas describe Sheetala Mata to be created by Lord Brahma. Lord Brahma promised her that she will be worshiped on the earth but she needs to carry the seeds of lentils. She asked for Jvara Asura (the fever demon), who was created from the sweat of Lord Shiva, as her companion.
The story of Sheetala Mata describes that Sheetala and Jvara when remained in Devaloka they used to travel on ass and transported lentils wherever they went. These lentils turned small pox germs and everyone got the disease. Fed up with them gods told her to go somewhere else where she is worshiped.
Both of them came to the earth. King Birat was ruling at that time. The king agreed to worship her and gave her place in her kingdom. He said that she will not get the same respect as Lord Shiva. This made her angry and she started spreading small pox. Seeing her power the king surrendered and promised her that residents of earth will worship her on the day of Chaitra Ashtami. Mother Sheetala became happy and gave boon that all those who worship her will be immune to epidemic disease and live a long healthy life.
